IEOT Project: Web Design and Analytics Proposal

A structured response outlining Squee’s recommended approach to designing, developing, and supporting a bilingual (English/French), accessible web platform for internationally educated occupational therapists (IEOTs). This proposal summarises the proposed direction, delivery approach, and project structure, with a focus on clear user pathways, inclusive design, and long-term content management for CAOT’s team.

Executive Summary

CAOT’s IEOT Web-Based Navigation Supports Project is an opportunity to bring clear, reliable guidance into one place for internationally educated occupational therapists navigating Canadian licensure and workforce integration. Squee will design and build a dedicated bilingual (English/French) portal in WordPress that is easy to navigate, simple to maintain, and structured to grow as content is developed over time.

The goal is to deliver a bilingual, accessible portal that makes the licensure pathway easier to navigate for IEOTs and simple to manage for CAOT. We will start with discovery and planning, including needs analysis and user journey mapping, then translate this into clear information architecture and bilingual page templates before building a modern, mobile-responsive WordPress platform aligned with CAOT branding and designed for long-term content management.

The portal will support a phased rollout of resources, including templates for 20 publicly accessible bilingual video modules (approximately 15 minutes each) produced throughout 2026, alongside interactive tools such as self-assessments, decision trees, and readiness checklists implemented from CAOT-provided content and logic. We will run 2 to 3 rounds of user testing in both English and French (with CAOT recruiting participants and Squee designing and facilitating the sessions), then refine the platform based on what we learn.

Squee follows accessibility best practices and inclusive design principles throughout design and development, and will aim to meet or exceed WCAG 2.2 AA. Analytics will be implemented using GA4 and Tag Manager (with optional heat mapping), supported by a clear dashboard so CAOT can monitor engagement, language use, user pathways, and module performance. Hosting will be recommended and documented to meet Canadian data residency expectations, keeping data, backups, and disaster recovery environments in Canada, aligned with privacy and security requirements. Optional enhancements, including a range of chatbot approaches and advanced reporting, will be scoped and priced separately.

Scope and approach

Squee will design, develop and launch a dedicated bilingual (English/French) IEOT portal in WordPress, including the core page templates, learning module templates, interactive tools, and analytics integration required by the RFP. The platform will be built to follow accessibility best practices and inclusive design principles, with testing built into the process. The scope also includes bilingual user testing support (2 to 3 rounds), launch support, administrator training and documentation, and at least 12 months of post-launch maintenance.

Kick-off and discovery

An initial workshop and follow-up discovery activities to build on the information already shared in the RFP and email Q&A. This phase focuses on getting a shared understanding of what the IEOT portal needs to achieve, who it is for, and what “good” looks like for both IEOT users and CAOT’s internal team. We’ll review the existing resources, map the key journeys (in English and French), and agree the minimum viable launch scope so the platform can go live confidently and then improve over time using user feedback and analytics.

Wireframes and prototypes

This phase defines the structure of the IEOT portal in a way everyone can see and review. We’ll start by confirming the sitemap, key pathways, and the links between pages so the navigation feels consistent in both English and French. From there, we’ll map out the key information blocks each template needs (for example: guidance content, next-step links, related resources, tool entry points, and learning module sections).Once the structure is agreed, we’ll produce low-fidelity wireframes (the digital equivalent of sketch pad drawings) in Figma. This keeps feedback focused on clarity and flow rather than visual styling. CAOT and stakeholders can review and leave comments directly in Figma, making it easy to gather feedback at pace and resolve it in batches before moving into visual design and development.

Visual design

This phase turns the approved wireframes and prototypes into high-fidelity designs in Figma for CAOT to review and sign off before we move into development. We’ll apply CAOT’s brand across the key templates and page components, then refine the UI so the portal feels consistent, clear, and easy to use in both English and French. The design work will include mobile, tablet, and desktop layouts, plus a reusable set of components so future pages and modules can be added without the site starting to feel inconsistent. Accessibility best practices and inclusive design principles will be applied throughout, including checking colour contrast, designing against WCAG guidelines, and ensuring the interface stays intuitive and reduces cognitive load for users who may be working through complex information. We’ll run up to three rounds of design iteration, keeping feedback in Figma and resolving it in batches so each template is approved before moving on.

WordPress development and CMS build

This phase takes the approved visual designs and builds the IEOT portal in WordPress, with bilingual content management set up across every page template and component. The platform will be custom developed based on the signed-off designs, with the core templates built in code to keep everything consistent, reliable, and easy to extend over time. Advanced Custom Fields will be used to create a clear editing experience for CAOT’s team, with each core section having its own central hub in the admin area so pages, learning modules, and tools are easy to find and manage. We’ll build the guidance templates, learning module templates, and tool entry points, then set up a structured workflow so the 20 public videos can be added as they are produced throughout 2026, with consistent layouts in both English and French. Interactive tools will be implemented using CAOT-provided content and logic, and reviews will run through a staging environment so progress can be checked safely before launch.

Analytics and tracking setup

This phase sets up the analytics foundations so CAOT can measure how the portal is being used and where users are getting the most value. We’ll implement Google Analytics 4 and Tag Manager, and configure key events such as language selection, navigation paths, video engagement and completion, and interaction with the self-assessments and decision trees. Optional heat mapping can be added to help visualise how users move through key pages. We’ll also create a simple dashboard view using GA4 reporting and, where helpful, a Looker Studio dashboard connected to GA4, so CAOT can monitor engagement trends over time. Clear documentation will be provided on what is being tracked and how to interpret the data. If CAOT would like more advanced or custom reporting, we can bring in specialist analytics support as needed, scoped and priced separately depending on complexity.

Testing and quality assurance

This phase focuses on validating the portal before launch and making sure it works reliably in both English and French. We’ll run cross-browser and cross-device testing, check performance and security basics, and carry out accessibility testing across the key templates and user pathways. Alongside this, we’ll support 2 to 3 rounds of bilingual user testing with internationally educated occupational therapists, with CAOT recruiting participants and Squee designing, facilitating, and documenting each round. We’ll also include accessibility testers with lived experience to review key journeys using assistive technology and real-world navigation patterns, helping to surface issues that automated checks can miss. Findings will be prioritised and resolved in batches, with fixes verified before moving to launch.

Maintenance and technical support

This phase begins once the portal has gone live and provides ongoing support to keep the IEOT platform secure, stable, and working as expected as content and modules are added throughout 2026 and beyond. We’ll handle routine WordPress and plugin updates, monitor for security issues, and manage backups in line with the agreed hosting setup. Support will also cover minor fixes and adjustments, plus help diagnosing and resolving any issues that affect user journeys, bilingual content, or portal performance. We’ll provide a clear support process for CAOT to log issues and requests, with agreed response times, and regular check-ins where helpful to review what’s changing and prioritise updates. Optional support beyond the initial 12-month period can be provided as an annual renewal.

Methodology

Squee will deliver the IEOT portal using an agile, iterative approach built around short delivery cycles and structured review points. This keeps progress visible, reduces risk, and supports a phased rollout of content and tools over time.

Agile delivery and iteration loops

Work will be delivered in focused iterations, with each cycle producing a clear output for review, such as wireframes, an interactive prototype, approved visual templates, or a working build in staging. Feedback will be grouped and resolved in batches so decisions stay consistent across templates and across both English and French.

MVP-first, then build on evidence

Early in discovery we’ll define the Minimum Viable Product (MVP) for launch based on the key IEOT journeys and the core requirements in the RFP. The MVP will be designed to go live confidently, with a structure that supports ongoing additions throughout 2026, including the rollout of new video modules and tool content.

Validation through testing

Quality will be validated through cross-device testing, accessibility testing during build, lived experience accessibility testing for key journeys, and 2 to 3 rounds of bilingual user testing with IEOT participants recruited by CAOT. Findings will be prioritised and resolved in batches, with fixes verified before launch.

Analytics-led improvement

Analytics will be configured to support evaluation and ongoing improvement, focusing on aggregate trends such as language use, navigation pathways, video engagement and completion, and interaction with tools. These insights will help CAOT prioritise updates based on evidence rather than assumptions.

Deliverables

The deliverables below show what will be produced across the engagement, starting with initiation outputs that align the project, then moving through design, build, analytics, testing, launch, and post-launch support.

1. Project plan and delivery schedule

A clear plan covering milestones, review points, sign-off stages, and responsibilities, so CAOT knows what is happening when and who is involved. This will be provided at the start of the project and updated as needed.

Research summary and recommendations

A short summary of what we learn during discovery, including key user needs, priority journeys, common blockers, and agreed success measures. This will also include the recommended information architecture and MVP scope for launch, giving CAOT a clear record of what is being built first and why.

Google Analytics 4 and Tag Manager set up with agreed tracking for key behaviours such as language selection, page pathways, video engagement, and tool interaction. A simple reporting view will be provided, using GA4 reporting and, where helpful, a Looker Studio dashboard connected to GA4, plus documentation explaining what is tracked and how to interpret it.

Testing outcomes, launch support, and handover pack

Cross-device testing, accessibility checks, lived experience testing for key journeys, and support for 2 to 3 rounds of bilingual user testing with IEOT participants recruited by CAOT. Launch support will cover soft launch and public release, followed by a handover pack including training materials, recorded walkthroughs, and final configuration notes.

12 months post-launch maintenance and support

Ongoing maintenance and technical support beginning once the portal is live, including updates, monitoring, backups aligned to the agreed hosting setup, and support for minor fixes and adjustments. Optional renewal pricing can be provided for support beyond the first 12 months.

Project Management Approach

Project management will follow an agile approach, with clear delivery cycles, regular check-ins, and defined feedback loops. This keeps progress visible, helps decisions happen quickly, and allows the work to move forward without long gaps between reviews.

Project cadence and stakeholder check-ins

Weekly check-ins during active design and development phases, with the option to move to fortnightly during quieter periods. Key stakeholders will be included at planned sign-off points, including discovery alignment, wireframes and prototypes, visual design, and pre-launch readiness.

Feedback loops and approvals

Feedback will be captured in a structured way and resolved in batches, so changes are consistent across templates and across both English and French. Figma will be used for design reviews so stakeholders can comment directly on screens, and approvals will be confirmed at each stage before moving forward.

Delivery tracking and documentation

A shared delivery board will be used to track tasks, feedback, and approvals, keeping visibility of what is in progress, what is waiting for review, and what is complete. This can be managed in Jira if preferred, or aligned to CAOT’s existing tools. Key decisions, actions, and next steps will be summarised after check-ins so everyone stays aligned.

Issue management and change control

Issues identified during development and testing will be prioritised and tracked through to resolution, with fixes verified before launch. Where requested changes affect scope, timeline, or budget, this will be flagged early with clear options so CAOT can choose the most suitable path forward.

Apply Psychology

Apply Psychology delivers cohort-based programmes and wanted a more structured online experience for participants and facilitators. Squee supported the design and build of a dedicated cohort dashboard, with clear user roles and permissions, so participants, facilitators, and alumni each see the right tools and content at the right time. The platform was designed to reduce admin overhead and create a consistent experience for each cohort, with a focus on clear user journeys from first login through to active participation.

The build included a multi-step onboarding wizard to capture required information before access is granted, plus a facilitator view to track progress and mark cohorts as “ready” before the group area becomes visible. The group area supports announcements, resource sharing, member profiles, group chat and private messaging, including secure file sharing for homework and facilitator feedback. An alumni space extends access beyond the cohort, keeping community and resources available in a controlled and manageable way.

Celebrating Disability

Celebrating Disability is a disability inclusion consultancy led by Esi Hardy. The previous website was not meeting accessibility expectations and clients had begun raising concerns, so a rebuild was required with accessibility as a priority. Squee led a full restructure, including sitemap planning, low-fidelity wireframes, and high-fidelity designs, before developing a new site where accessibility best practice and inclusive design principles were applied from the start, with WCAG 2.2 AA as a core requirement.

A dedicated Learn centre was created to support long-term publishing across different content types, including video and podcast content, with templates that support transcripts, captions, and downloadable resources in multiple formats. The result was a site that better reflects the organisation’s values, supports clear navigation, and makes it easier to share resources in ways that work for different access needs. These changes contributed to WCAG 2.2 AA compliance and a reported 262 percent increase in organic traffic.

Squee is a UK‑based web design and development agency that has been operating for three years. The company was founded by Joe Collett, who has more than a decade of experience in the industry. Before starting Squee, Joe designed and built graduate recruitment systems at Targetjobs and later led the UI/UX team at iiPay, where he overhauled the user experience of a global payroll management platform.

Through those roles, Joe saw first‑hand how often external agencies and contractors lacked accessibility knowledge. Smaller organisations, particularly those with limited budgets, were often unable to source or afford truly accessible digital experiences. Joe realised there was a gap: many businesses wanted to make their websites inclusive but lacked both the expertise and the means to do so.

Two factors then galvanised Joe into launching Squee. First, his professional frustration at repeatedly bringing in teams without sufficient accessibility expertise – and the desire to offer a reliable, custom development option for organisations that wanted to do better. Second, and most personally, when Joe’s daughter was diagnosed with a rare form of Down syndrome, his long‑standing interest in accessibility took on new urgency.
